This act requires state agencies to consider open source software when acquiring new software and encourages state agencies to use open data formats when publishing information. This act instructs the commissioner of information technology to develop a statewide information policy based on open source and open data principles, as defined in the provisions of this act. This act establishes keno and relative to funding for kindergarten. The commissioner of the department of education shall calculate and distribute a grant of $1,100 per kindergarten pupil based on the enrollment number of eligible full-day kindergarten pupils on the first day of the school year.
