This act requires the use of body cameras for certain law enforcement interactions as defined in guidelines to be written by Law Enforcement Training Council. This act: requires an employer to pay contributions equal to five and four-tenths percent of wages paid by him during each year; requires the Department of Employment and Workforce to maintain a separate account for each employer and to credit the account of each with all the contributions paid on his behalf; requires the Department to promulgate regulations concerning the manner in which benefits shall be charged against the accounts of several employers for whom an individual performed employment at the same time; the department must estimate the amount of income necessary to pay benefits for any year the Unemployment Insurance Fund is in debt status, the amount of income necessary to avoid automatic FUTA credit reductions, and an amount of income necessary to repay all outstanding federal loans within five years; requires the department, after the fund returns to solvency, to promulgate regulations concerning the income needed to pay benefits in each year and return the trust fund to an adequate level; and lists guidelines for determining base rates; requires extra surcharges for any year the Fund is insolvent.Year: 2010•State: South Carolina•Type: Act or Session Law•Source: South Carolina Legislature
This report describes South Carolina's Teaching Fellows program and highlights the program's success. The Teaching Fellows program provides scholarships to academically successful high school seniors who agree to teach in South Carolina after earning an education degree from an in-state college or university. The report addresses the program's success related to program completion, service in the classroom, and teacher retention. Section 10 of this act amends the rules and administration of the South Carolina Teacher Fellows Program. The South Carolina Teacher Fellows Program provides scholarship to students completing a degree leading to teacher certification and who agree to teach in an area of critical need. The scholarship provides up to $5700 for tuition and board and $300 for specific enrichment programs administered by Center for Educator Recruitment, Retention and Advancement. A Fellow agrees to teach in South Carolina one year for every year he or she receives the Fellowship. This act expands 'areas of critical needs' to include critical geographical areas beyond just rural areas.
