A model act to create a citizen's utility board. A citizen's utility board gives residential consumers an avenue to participate in utility matters through a permanent, non-profit organization that is under the democratic control of its membership. The Utility Board is to represent all utility consumers in the state, and to ensure that policies affecting the provision, quality and cost of utility services fairly reflect the needs and concerns of those consumers. The board is also responsible for informing the public about the board, including procedures for becoming a board member, and establishing an annual board membership fee. This act establishes Native Americans' Day as a state holiday on the second Monday in October. This holiday is dedicated to the remembrance of great Native American leaders.
