This act leads the fight against sexual assault in Idaho. One facet of the law states that an entity that performs a medical examination of a victim of a reported sexual assault using a sexual assault evidence kit shall do so without regard to the ability or inability of a victim of a reported sexual assault to pay for such an examination. Additionally, rape kits involved in felony or anonymous cases would be retained for 55 years or until the sentence of the perpetrator is completed. This act amends and adds to existing law to provide for electronic voter registration. This act will enable the secretary of state to produce and publish an electronic registry of voters, allowing for new voters to register to vote through this registry. The act also enables the secretary of state to request additional duties of the Idaho Transportation Department. This act places restrictions on payday loan amounts relative to a borrower's income and creates a limitation on a payday lenders ability to collect payment electronically. This bill prohibits a payday lender from issuing a loan that is more than 25% of a borrower's monthly income. This bill requires payday lenders to receive written confirmation of a borrower's income annually. This bill prohibits payday lenders from attempting to collect payment with a borrower's electronic check information more than twice.Year: 2014•State: Idaho•Type: Act or Session Law•Source: Idaho Legislature
This act provides that youth being treated as adult offenders may be housed with the general population in a juvenile detention center upon court order. The court may make the order on its own, or pursuant to a petition by one of the parties in the case. Prior law prohibited youth who were waived to adult court from being housed in a juvenile detention facility without sight and sound separation from the other youth. Youth waived to adult court may now be housed with the general juvenile population if it is determined by the detention administration that the safety and security of the other youth would not be at risk. In passing this act, the legislature acknowledged that it is in the best interest of youth being tried as adults to be held with other youth their own age while awaiting trial, sentencing, or other disposition. This act creates a voluntary incentive to encourage school districts to build better, more energy ef?cient school buildings by using the design and construction practices of integrated design and fundamental commissioning. The incentive forgives the school district requirement to provide annual matching maintenance funds for the qualifying school building. The incentive is provided over a ?ve year period with the school district matching requirement incrementally increasing.
