Special Session Toolkit: State Solutions to Federal Tax Bill

We are excited to announce a new toolkit designed with the State Revenue Alliance (SRA) to help legislators respond to the recently passed federal tax and budget bill. The bill, officially known as H.R. 1, the "One Big Beautiful Bill" (OBBB), but more accurately described as the "federal tax scam," contains harmful policy changes that strip funding from essential health, food, education, and safety net programs. These cuts are designed to provide significant tax breaks to the ultra-wealthy.

This new federal legislation will place significant fiscal pressure on state budgets. However, state legislatures have both the opportunity and the responsibility to act swiftly by passing new revenue-raising policies to mitigate the harm. State advocates are also key in this effort, leading the public education, mobilization, and political actions needed to embolden state-level responses. The new toolkit includes resources for organizations, lawmakers, and advocates across the country to support their efforts to drive tax justice progress in 2025 special sessions and into the 2026 legislative sessions.

  • State Data: We've compiled links to resources from a number of organizations that have translated the impacts of the federal tax bill to the state context.
  • Messaging Strategies: Communicating with your community and key stakeholders to build power and drive demand for bold solutions is imperative. Learn more about communicating and connecting personal experiences and community needs with policy solutions—essential for shaping the tax justice narrative.
  • Polling and Modeling: Discover resources that show that tax justice is an incredibly popular issue. We've included modeled support for specific revenue-raising questions at the state, congressional district, and state legislative district levels.
  • Example Responses: We've included examples of how state advocates and legislators have been communicating and organizing in response to the federal bill.
